Wheel of Fortune Rules

1) Each non-winning $5 Rhode Island Lottery Wheel of Fortune Instant Ticket, Game #881, constitutes one (1) Second Chance Drawing entry. The ticket number to be entered is the 12 (twelve) digit number found on the back of the ticket above the bar code.

2) A player may enter as many non-winning $5 Rhode Island Lottery Wheel of Fortune Instant Tickets as he or she wishes.

3) The number from any ticket may be entered only one (1) time.

4) Only registered Rhode Island Lottery VIP's are eligible to enter this drawing. VIP registration is free.

5) Only entries submitted online are eligible to win. Entries received by any other method will be disqualified.

6) All entries in a drawing have an equal chance of winning a prize.

7) Odds of winning any prize in any Second Chance Drawing will vary depending upon the number of entries received for the drawing.

8) Limit of one (1) winner per household per drawing.

9) A person may only win one (1) Trip in this Second Chance Promotion. The Trip includes airfare, hotel accommodations, ground transportation, spending money, an opportunity to spin the WHEEL for additional cash and a chance to play on the Wheel of Fortune lottery-players only, non-broadcast show with Pat and Vanna for a total approximate prize value of six thousand four hundred dollars ($6,400) including State and Federal withholding, excluding any additional monies won in Los Angeles.

10) The Rhode Island Lottery reserves the right to qualify winners at the time of the draw and select alternate entries if necessary.

11) Entries not selected as winners in any one (1) drawing will be entered into the next scheduled drawing if applicable.

12) Entries submitted after the deadline for any drawing will be entered into the next subsequent drawing if applicable.

13) Entries received after the final entry deadline (to be announced) will not be eligible for any Second Chance Drawing prizes for this promotion.

14) All Prizewinners will be notified by telephone and/or email by the Rhode Island Lottery.

15) All Second Chance Drawing prizes must be claimed at Rhode Island Lottery Headquarters. Winners will be contacted by email and/or telephone within forty-eight (48) hours of the drawing date. If immediate contact is not made, the Lottery will document the date and time of email message sent and/or telephone message. If you do not contact the Lottery either by email or telephone within five (5) business days of the initial contact made by the Lottery to confirm notification, you will be disqualified; and an alternate winner will be drawn. Once you confirm the notification by the Lottery, you will have ten (10) business days from the date you confirm notification to validate your win at Lottery Headquarters. If you do not validate your win within the ten (10) business day, you will be disqualified; and an alternate winner will be drawn. The winner of the thirty-five thousand dollar ($35,000) cash prize will have one (1) year from the announced end of game to claim the prize. No alternate will be drawn for the cash prize.

16) Players must retain their non-winning ticket entries as proof of eligibility and provide the original ticket in order to validate and claim their prize should they be selected as a winner.

17) Winners' names and hometowns will be posted on the Rhode Island Lottery Wheel of Fortune Instant Replay website after each drawing, once each winner has been validated.

18) All drawing dates are subject to change with adequate advance public notice.

19) Cash will not be awarded in lieu of non-cash Second Chance prizes, provided that, in the event the Trip is cancelled, the Rhode Island Lottery, in the Lottery's sole discretion, may substitute cash or a prize of equivalent value to winners of those prizes.

20) If a Grand Prize Winner has a State debt setoff and the balance of the debt setoff is less than one thousand dollars ($1,000), the balance of the debt setoff shall be paid from the one thousand dollars ($1,000) spending money. Any remaining balance after the debt setoff deduction shall be issued to the Grand Prize Winner. If the debt setoff balance is greater than one thousand dollars ($1,000), the balance of the debt setoff shall be paid from the total Grand Prize Trip Package value of six thousand four hundred dollars ($6,400). Any remaining balance after the debt setoff deduction shall be issued to the Grand Prize Winner. The Grand Prize Winner may elect to participate in the Non-Broadcast TV Show and Wheel Spin, provided the Grand Prize Winner shall be responsible for all related air, hotel, travel, and other expenses, shall not be entitled to receive any other amenities included in the Grand Prize Trip Package, and shall not be entitled to participate in any events included in the Grand Prize Trip Package other than the Non-Broadcast TV Show and Wheel Spin. If the Grand Prize Winner elects not to attend the Non-Broadcast TV Show and Wheel Spin, a proxy shall be appointed and a check for any amounts won will be sent to the Lottery.

Trip fulfillment shall include the scheduling and coordination of all travel, hotel accommodations, and ground transfers as provided below:

A) If air travel is required for WHEEL OF FORTUNE VIP TRIP Prize winner and guest, roundtrip airfare for up to two (2) coach class tickets shall be booked on a major airline, as defined by the Federal Aviation Administration, from a U.S. airport to LAX airport;

B) The WHEEL OF FORTUNE VIP TRIP includes one (1) hotel room (4) nights, (5) days (double occupancy, room and room tax only) at a luxury hotel in Los Angeles;

C) Ground transfers between the LAX and the hotel only;

D) One thousand dollars ($1,000) spending money;

E) Welcome reception;

F) A tour of Sony Studios and a tour of Hollywood;

G) Two (2) tickets to the non-broadcast Wheel of Fortune show and chance to participate in that show;

H) A "Spin to Win" event in which they will spin the WHEEL OF FORTUNE for a chance to win an additional prize, ranging from three hundred dollars ($300) up to two thousand five hundred dollars ($2,500);

I) The Grand Prize Trip does not include: mileage, insurance, gratuities, meals, parking fees, baggage fees, alcoholic beverages, personal expenses such as telephone calls, valet service, laundry, incidentals and the like, and revision or cancellation fees which may be charged by the hotel or other suppliers, and any other items not expressly specified;

J) The Prizewinners or guest(s) must have a valid credit card or shall be required to post a cash deposit for incidentals in order to check into the hotel. The Rhode Island Lottery will not be responsible for charges or damages incurred by any winners or guests;

K) If the Prizewinner is traveling via air and fails to appear at the designated time and place of departure (excluding flight delays), the Prizewinner shall be responsible for transportation to the specified destination at his/her own expense;

L) If the Prizewinner traveling via air, fails to appear at the designated time and place of departure (excluding flight delays), and does not find alternate transportation as described above, unless otherwise specified by the Rhode Island Lottery, a PROXY may be chosen to play for the absent winner; and any prize won as a result of such PROXY'S participation may be awarded to the absent winner;

M) The Prizewinner is solely responsible for the actions of the guest who accompanies the Prizewinner to the events. If a Prizewinner's guest is a minor, the Prizewinner (1) must be the parent or legal guardian of such guest, or (2) must present a notarized, written consent from the minor's parent or legal guardian in order for the minor guest to accompany the Prizewinner on the Trip;

N) If a WHEEL OF FORTUNE VIP TRIP is not claimed or taken by a Trip Winner, the LOTTERY may assign the WHEEL OF FORTUNE VIP TRIP to an alternate winner; and IGT shall fulfill that Trip Prize under the same terms and conditions as specified herein, provided that prize is still available, and time requirements have not elapsed;

O) The WHEEL OF FORTUNE VIP TRIP will be scheduled for January/February, 2017;

P) Each WHEEL OF FORTUNE VIP Trip Winner shall have up to thirty (30) days to book his or her Trip, unless the Trip is rescheduled due to Force Majeure or a change in the non-broadcast show taping schedule;

Q) Standard State and Federal tax withholdings shall be paid by the LOTTERY, and an IRS Form W-2G will be provided to the Prizewinner at the end of the year in which they claim their Trip Prize. Any person claiming a Trip Prize shall be responsible for any additional Federal and State income taxes on the prize as required by law;

R) A WHEEL OF FORTUNE VIP Trip Winner may assign a PROXY to attend the event and play for any prizes for the actual Trip Winner.
